It has been brought to our attention that another sober living boarding home type facility, operated by a for-profit corporation called TLC Residential (www.tlcresidential.com), has been leased at 201 Marin Street and will be located directly across the street from an existing sober living facility at 200 Marin St.
No business license has been requested and there has been no communication from TLC to the City or its neighbors regarding a business plan, which includes approximately 11 people living in a four-bedroom single family house and plans to charge $1,000 per month per person for meals and housing. No building permits have been requested nor has the facility been inspected for adherence to City codes and requirements regarding fire, building, health, parking, traffic and noise.

On the 24th of February beds, furniture, appliances, and building materials for walls and doors were delivered and the organization intends to open for business on Monday, February 28th. We and other Gerstle Park neighbors are upset about the lack of process and controls in a residential area and the potential negative impact on our neighborhood. We feel the proposed facility at 201 Marin Street should not be exempt from local zoning laws. Practical matters such as fire and safety regulations, parking, delivery, traffic, quiet enjoyment by the surrounding homeowners need to be taken into consideration. We already understand that this facility meets our municipal code description of a boarding house and is not allowed by code in any residential district. We believe that prior to the opening of another sober living facility in the Gerstle Park neighborhood, the City should consider whether or not it is good for the surrounding residents as well as the community at large to have one of these large boarding house facilities in a residential neighborhood. Part of the deliberative process should include the effect of a large boarding house facility on the surrounding property values as well as the City coffers. Our guess is that it reduces value and if a property is up for sale, makes the property less desirable, reduces the return on the sales price, as well as adds additional time needed to sell the home. If you are a buyer planning to purchase a home, would you want to purchase one close to one or two of these types of large facilities? If you have children who could attend Short School just 1 block away, would you want to purchase a home in the area? The answers are most likely “no.” With home values potentially greatly compromised, more mortgages could be pushed underwater. The homeowner is left with several alternatives. Here is one: Homeowners could have their property reassessed, which could result in a lower assessed valuation. This means less tax revenue for cities, counties, and state government.

Most recently, the Forbes Neighborhood Association discovered the intention for the opening of a sober living for-profit boarding home type facility in their neighborhood. It is understood that this facility would allow up to 15 persons in the R1 single family home, and the for-profit company plans to charge $4,000 per person per month for meals and housing.

The City and Federation of Neighborhoods Home Owners Association are meeting on Thursday, March 3rd at 10:00 am, in the Community Development Conference Room on the 3rd Floor of San Rafael City Hall. Included on the agenda for this public meeting is: Culloden Park & 201 Marin Street—Boarding House/Drug Treatment Programs.

We urge our neighbors to share their concerns regarding this new facility at 201 Marin Street by attending the meeting on March 3rd, and encourage you to ask the City to be very deliberate and diligent for all the residents of San Rafael regarding these types of facilities. City staff is requesting that City Council approve a 45 day moratorium on "large boardinghouse facilities" so that they can be reviewed appropriately. The City Council will consider the request on Monday, March 7 at 8 p.m. at City Hall. Please show up and support the City staff in this request.

Hi! I live on the edge of Gerstle Park (A and 2nd) but would love to live in the "real" neighborhood.

I'm looking for a small 1BR or open studio for just me - no pets, smoking, drugs here. Even a large studio or apt. above retail might work - I can transform an open space into HOME, and enjoy the energy of living in or near downtown.

I'm a responsible, well-traveled and incredibly kind adult who works, pays her bills, gardens, paints, reads, dances, plays and is very involved with the community!

Choose Your Neighbors! Why post an ad on Craigslist and go through all the brain games of sifting through endless emails? I'd be a great asset to have living near you - give me a call or message if you know of any place that might work, or if you know of any upcoming vacancies. I'm looking for a special place to call home. Is it near you?
